A new EU biodiversity financing indicator

The Knowledge Centre for Biodiversity (KCBD) just published a JRC technical report presenting a proposal for a new EU biodiversity financing indicator, based on work carried out by a technical working group including experts from several Commission services.

Recognizing the importance of adequate financing to achieve EU biodiversity objectives, the EU Biodiversity Strategy for 2030 includes a commitment to “unlock at least €20 billion a year for spending on nature”, which “will require mobilising private and public funding at national and EU level, including through a range of different programmes in the next long-term EU budget”. The proposed indicator can help monitor progress towards this overall commitment. It focuses on financing from EU funds, Member State co-financing, and private and public financing mobilised through InvestEU, for which consistent data are available.

The calculation of the indicator over the period 2021-2027 suggests that the €20 billion per year commitment was met in 2023 but that, based on current projections, in 2024 and in the following years further efforts would be needed, with substantial financing gaps of more than €4 billion every year.
