Description: 

The Elcano Global Presence Index is a synthetic index that orders, quantifies, and aggregates the external projection of different countries. Global presence is divided into three dimensions: economy, military, and soft presence.

Global presence may be addressed by posing the following question: to what extent and in what form are countries ‘out there’, beyond their borders?

The Index is a tool for analysing the global trends of international presence, including the evolution of multipolarity or bipolarity, the rise or decline of certain countries and regions, and the greater or lesser prominence of soft versus hard presence.

The Index is also a way of assessing the foreign policy of countries – efforts and means versus results, sector profile of presence, relation between presence and influence, or the distance between objective presence and subjective perception. Consequently, our second aim is to provide a tool for foreign policy-making.

Societal impact:

The Elcano Global Presence Index has become a useful tool for the analysis of globalization and international relations. It has been cited in over 130 academic publications and/or think tank analyses, more than 70 press articles and nearly 30 graduate or post-graduate dissertations.

In addition, the Index’s results have been used for the discussion and assessment of various countries or groups of countries with national, sub-national or regional authorities and local experts (Latvia, Lithuania, Mexico, North Macedonia, Peru, Spain, United States, the Basque country, Africa, Asia, Latin America, the EU).
