Behavioural Economist,

Behavioural scientist working on systems thinking, climate, public sector efficiency. Previously @OECD

Francesca is a Policy Analyst at the Competence Centre on Behavioural Insights of the Joint Research Centre (JRC). At the JRC, she applies behavioural insights across a diverse range of policy areas, from environmental sustainability (e.g. waste sorting; energy savings; textile consumption) to consumer protection (reducing exposure to hazardous chemicals) and AI (coordinating an emerging project on the development of synthetic populations). Francesca also leads NetBIC, a network connecting colleagues across EU institutions who work on or have an interest in behavioural science. In parallel, she contributes to broader European Commission initiatives, including the Large-scale review of the European Commission - European Commission.

Before joining JRC, Francesca held multiple roles at the OECD, including positions at the Economics Department, where she focused on analysing structural reforms to enhance economic performance and well-being, as well as the Observatory for Public Sector Innovation, serving as Behavioural Economics Advisor on topics such as anti-corruption, public sector efficiency and innovation. 

Francesca holds a Master’s degree in Behavioural and Decision Sciences at the University of Pennsylvania, and completed her bachelor studies in Philosophy, Politics, and Economics between LUISS, Stanford University, and Sciences Po Paris.
