Microeconomic Evaluation

Competence Centres aim at providing expertise on specific scientific methods and tools to support policy. In particular, CC-ME offers ex-post causal evaluations and data-driven microeconomic analysis.

This is done by carrying out a wide range of support activities offered horizontally to the Commission and Policy DGs. Details of the services offered can be found below.

In addition to this, the CC-ME also offers capacity building, training activities, workshops on impact evaluation to help policy DGs identify the most robust applicable methodology.

CC-ME Open Days

Ad-hoc consultations; the service is provided every month.
Policy Directorates-General (DGs) may book an appointment with CC-ME experts on evaluation methodology to receive guidance on the design or the review of the evaluation plan.

Methodological Advice for Evaluation	Methodological Advice to policy DGs for Strategic Evaluations over the whole evaluation cycle, in support of the outsourcing of the evaluation. This may include written technical advice for InterService Consultations, for InterService Steering Groups or InterService Groups.
Methodological Advice at Upstream Meetings of the Regulatory Scrutiny Board	Methodological Advice at Upstream Meetings of the Regulatory Scrutiny Board with service DGs for the planning or monitoring and evaluation on new legal initiatives in Impact Assessments and for Evaluations scrutinised by the RSB. This may also include follow-up support to the service DGs before or after the Upstream Meetings.
Team Up with JRC on Evaluation	Cooperations between the Competence Centre for Microeconomic Evaluation (CC-ME) and policy DGs for the design and in-house execution of quantitative analysis for selected evaluations. This service requires that relevant data is available, acquirable or accessible. It is usually provided for 2 to 4 evaluations per year.
Community of practice and training	Capacity building, training activities and workshops on impact evaluation are tailor-made to the needs of policy DGs and reflect best practice in international organisations and academia. They aim at taking stock with the existing policy intervention logic and available or accessible data, to help identify the most robust applicable methodology. Usually they are advertised and made available on EU learn.
Administrative Agreements	Administrative Agreements: specific analysis services, including performing (parts of) evaluation studies; these services involve a transfer of financial credits, to allocate dedicated human resources within CC-ME for their execution.
Learning Lab	The Learning Lab on Investing in Quality Education and Training promotes the use of education policy evaluation practices in the EU. It helps improve evidence and identify ways to invest in education policies. These policies in turn will lead to better learning outcomes and equity.
Centre for Research on Impact Evaluation	The Centre for Research on Impact Evaluation (CRIE) is part of the Competence Centre on Microeconomic Evaluation (CC-ME). It provides scientific expertise and methodological support on Counterfactual Impact Evaluation (CIE) to the Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) and Member States, for impact evaluations of interventions funded through instruments managed by DG EMPL, namely the European Social Fund (ESF).
