Stimulating research and innovation (R&I) is an important topic for the European Union. Therefore the JRC is involved in the drafting and evaluation of policies that incite and steer R&I throughout the EU’s territory. There is a clear territorial dimension to R&I, which is manifested in: distinct territorial patterns of R&I;  cross-border ties of collaboration; regionally varying strengths and opportunities for the various sectors of R&I; regionally varying policy needs for R&I, development of key-ebanling technologies (KETS) for industrial modernisation, link to emerging technologies.

The territorial policy aspects of R&I are currently focussed on so-called smart specialization strategies. In the Knowledge Centre for Territorial Policies, the analysis of such strategies is performed in the scope of the S3 Smart Specialisation Platform. Of specific relevance is the the Smart Specialisation Platform for Industrial Modernisation (S3P-Industrial Modernisation) that will provide a platform for and support the efforts of EU regions committed to work together for developing a pipeline of investment projects connected to their RIS3 priority areas related to industrial modernisation.

Industrial, Research and Innovation and Technology Analysis (IRITEC) project provides empirical evidence on the dynamics, performance and location of key innovative industries and companies worldwide, and benchmarking analysis of EU top R&D investors against their main competitors. It combines expertise from the economics of industrial research and innovation and from the development and diffusion of key and emerging industrial technologies. The objective is to support the design, implementation and evaluation of EU-related policies, such as innovation, research, and technology and industrial policy.
