196 countries agreed in 2022 to halt and reverse biodiversity loss by 2030 under the Kunming-Montreal Global Biodiversity Framework (KM GBF) a historic deal for nature and a breakthrough for conserving and restoring biodiversity, ensuring its sustainable use.

Despite progress biodiversity loss continues, at an unprecedented rate due to human destruction of ecosystems, threatening food security, climate resilience, and access to clean air, water, and soils.

With urgent action needed in this decade, the EU is committed to the full and swift implementation of the KM GBF.

To further support the implementation of the Global Biodiversity Framework, the EC, via its Knowledge Centre for Biodiversity (KCBD), applied to host a subregional Technical and Scientific Cooperation support centre (TSCC) following the new cooperation mechanism established at COP15 in its decision 15/8.

The overall goal of the mechanism is to promote and facilitate, on a demand-driven basis, technical and scientific cooperation and technology transfer among Parties and to enable Parties and relevant organizations to effectively utilize science, technology and innovation to support the implementation of the Kunming-Montreal Global Biodiversity Framework.

Following, a selection process, the KCBD has been appointed to host and coordinate a European subregional TSCC, in partnership with the Centre for Mediterranean Cooperation of the International Union for Conservation of Nature (IUCN Med) and the Royal Belgian Institute of Natural Sciences (RBINS).

The core functions of the TSCC are to provide a "one-stop service centre” for Parties to biodiversity-related conventions, indigenous peoples and local communities, women and youth organizations, and other relevant stakeholders to access technical and scientific knowledge, expertise, tools and other resources, taking into account the science, technology and innovation capability gaps identified by Parties, especially developing country Parties.
