As far as agrifood systems financing is concerned, Rwanda has consistently been on track since 2017 in implementing the Comprehensive Africa Agriculture Development Programme (CAADP). The country has intensified investments in key infrastructure to support agrifood system transformation. This has included the expansion of the rural feeder road network and the significant extension of electricity coverage. Notably, nutrition program implementation and financing have been elevated.
This case study describes the current agrifood finance architecture in Rwanda and the institutional and policy innovations that have been taken to bolster the flow of finance to Rwanda’s agrifood system. Some of the programmatic interventions that sustainably enhance the mobilization and flow of finance to the agrifood sector are also showcased. Overall, this analysis highlights the untapped potential in Rwanda of emerging finance opportunities for funding SME in the agrifood sector, including capital markets, climate and nature finance, and remittances. These underutilized financial resources could help bridge the gap in demand and supply of financing for the implementation of PSTA5.
