The EU Research Project-Policy Link Explorer is a knowledge management tool to screen EU-funded research projects and help identify and contextualise their links with specific policy goals or topics. This tool, also called TIM dashboard, allows the user to obtain a list of projects related to a policy goal or topic and a visualisation of contextual information about these projects (notably about their timing, budget, the collaborative networks involved and thematic clusters).
Users can identify and cluster the projects based on their thematic content according to the following perspectives:
EU-funded research that supports the implementation of the EU Biodiversity Strategy for 2030 and each of its four pillars
EU-funded research that relates to biodiversity but spans across other selected policy areas
Other conditional queries can be defined to retrieve EU-funded research that relates to specific biodiversity policy actions and commitments, such as the restoration of free-flowing rivers, a reduction by 50% in the use and risk of chemical pesticides, etc. If you wish to try your own search using TIM Open Access, please follow this link: Quick Start TIM Open Access Guide.
The identification of projects relies on the use of the Tools for Information Monitoring System (TIM - developed by the JRC) to query projects from the CORDIS database. The search is based on text mining and the use of a group of keywords (conditional keyword search string) within the metadata available in CORDIS. Pre-set search queries have been made in relation with several policy goals and topics as indicated below. The selection of results of the search made in September 2021 has been limited to projects from the 7th Framework Programme (FP7) and Horizon 2020 (H2020) Framework Programme. In September 2024, a new dataset has been added with biodiversity related projects from the Horizon Europe Framework Programme, without performing the quality check. Currently, the TIM dashboard features EU-funded research projects classified according to the following policy goals and topics:
1. The EU Biodiversity Strategy (BDS) for 2030
FP7 and H2020 programme
Horizon Europe programme
2. Each of the four pillars of the EU BDS for 2030 (FP7 and H2020):
Protect nature
Restore ecosystems
Transformative change
EU as a global leader.
3. Two cross-policy topics (FP7 and H2020):
Biodiversity and health
Biodiversity and trade.
The TIM dashboard enables you to explore the projects according to three main lenses:
List of projects, their temporal and geographical profiles and budget
Partnerships and collaborative networks across countries, regions and organisations
Thematic clusters of automatically derived keywords based on their frequency and interlinkages.

As explained in the Tool overview section, the lists (datasets) of EU-funded projects relating to each of the policy goals or topics have been identified using the Tools for Information Monitoring System (TIM - developed by the JRC) to query projects from the CORDIS database (see descriptions and links below), based on a conditional keyword search string within their metadata.
The projects retrieved from CORDIS according to the search strings have then been quality checked: the lists of projects have been finalised using expert judgement, particularly to exclude projects that were not relevant. In September 2021, the selection of results was limited to FP7 and Horizon 2020 projects, and for each query only the search results using the best performing keyword string are given. In September 2024, a new dataset with biodiversity related projects from Horizon Europe Framework Programme has been added, without performing the quality check.
CORDIS
The Community Research and Development Information Service (CORDIS) is the European Commission’ primary source of information from EU funded Research projects under the EU's Framework Programmes for Research and Innovation (FP1 to FP7, Horizon 2020, Horizon Europe, etc.). CORDIS enables conducting search queries with very simple syntax that may result insufficient to address interlinkages with policy domains.
TIM
The Tools for Innovation Monitoring (TIM) developed by the JRC's Competence Centre on Text Mining and Analysis can complement CORDIS derived information. The TIM tool is a web application for bibliometric data analysis, that also provides temporal and geographical filters as well as network visualisation and analyses for partnerships and for thematic content.
