Seminar topic: Open the flood gates or skim the cream? Selective vs. open enrollment policies and the race for talent in Italy

At the Competence-Centre on Microeconomic Evaluation (CC-ME) we advise and support EU policy making through ex-post causal evaluation and data-driven microeconomic analysis.

The CC-ME hosts a Microeconometric Seminar Series to promote discussions with external researchers from academia and other institutions.

Our Seminar Series is intended to disseminate advanced research methodologies and topics in the field of microeconomic evaluation. To further disseminate the benefits of our Series across the JRC, we post a summary of the presented papers together with the presenters' views and opinions on their research and the future of the field of Applied Economics.

Last week we had the pleasure of having Professor Kreisman from Georgia State University present his work: Open the flood gates or skim the cream? Selective vs. open enrollment policies and the race for talent in Italy. Using administrative data on the whole Italian university system, Professor Kreisman and his coauthors, investigate the factors affecting universities’ choices to adopt selective vs. open enrolment policies at the undergraduate degree level, and what effects these choices have in terms of the quality of the student intake and student performance. Implications for Italy’s North-South divide were also discussed.

To learn more about Professor Kreisman 's work and opinions about the future of the field of Applied Economics we asked him to briefly answer a series of questions.

Q: What attracted you to research the topics in your paper?

A: We think that studying this topic and policy can give us insight into what universities objectives are and how they respond to the demands for talent across locations.

Q: Where is the research area where your paper fits moving?

A: We think there is a lot of room to understand how universities make decisions and what role they can play in accelerating or slowing talent gaps across places.

Q: What, in your opinion, will the next breakthrough in Applied Economics be?

A: I wish I knew.
