An exploration of GIS applications for a gender-transformative approach to public policy in agri-food systems

This paper argues that Geographic information systems (GIS) can play a crucial role in supporting the design, implementation and evaluation of public policies aimed at achieving gender equity within AFS. GIS enables the collection and analysis of spatial data, including gender-disaggregated data, which can strengthen the policy-making process and support evidence-based decision-making. Given the significant gap in the availability of gender-disaggregated data in AFS, there is a growing need to better leverage existing geospatial tools and resources to inform public policy formulation. This research report assesses how geospatial methods can inform public policy at the intersections of gender and AFS. The study mapped and analyzed public policies that have applied geospatial approaches to gender and AFS, complemented by a review of relevant literature and key informant interviews. The analysis identifies current and widespread applications of GIS in public policy across AFS and related sectors, explores potential future applications for gender and AFS policy interventions, and highlights existing gaps, barriers and areas for further research. The study applies the Reach, Benefit, Empower, Transform (RBET) framework to assess the extent to which policies leveraging GIS contribute to women’s empowerment. The policy mapping identified 31 examples of geospatial approaches used in policy-making across multiple regions and thematic areas, including agriculture, agroforestry, food security, livelihoods, income inequality, water governance and infrastructure. The findings show that GIS is primarily used during policy design and formulation stages, with limited application in policy implementation and monitoring and evaluation. Despite the potential of GIS to support gender-transformative public policies in AFS, the analysis reveals that only a small number of policies incorporating GIS also consider gender dimensions. This highlights a significant gap and underscores the opportunity for future public policies to better integrate gender considerations and leverage geospatial approaches to support women’s empowerment in agri-food systems.
