Overview

The Compass is designed to provide quantitative evidence to policymakers on key aspects of Digital Sovereignty across European countries.

How it works

Holistic Indicators Framework: It consists of an “Ecosystem Measurement Framework” developed by the JRC, to map and analyse critical interconnections across countries  across the main layers of the digital sovereignty stack: 

  1. digital governance
  2. data, software and infrastructure
  3. digital products and markets
  4. people and digital skills

It focuses on the identification and monitoring of both critical dependencies and strategic opportunities in key digital domains (AI, quantum, semiconductors, etc.), considering aspects around dependency levels, strategic indispensability, control, capability, and resilience.  

The current framework is a first version, which will be revised and expanded during Q2 and Q3 2026.
