The Competence Centre on Foresight builds foresight capacities at different levels:
Colleagues in the EU institutions, agencies and other bodies - Foresight Training package in collaboration with Policymaking Hub on EU Learn
Members States policy makers - Future Oriented Policymaking project to support foresight capacity building in EU Member States and to integrate future-oriented thinking into decision-making
(Young) citizens - Future Forward program with TedEd to support (young) people in their exploration of the future(s).

In today's complex and rapidly evolving world, innovative approaches to policymaking and regulation are essential. The EU Policymaking Hub, a professional development program of the European Commission, aims to foster innovative policymaking skills and competencies. This initiative includes a competence framework for innovative policymaking, where futures literacy is one of the cross-cutting competencies. Futures literacy helps people understand why and how we use the future to prepare, plan, and interact with the complexity and novelty of our societies.
Our comprehensive Foresight training package is designed to inspire innovative thinking, provide applied knowledge on foresight through progressive learning pathways, and offer tailored guidance for policy departments in their specified foresight journeys.
Foresight training modules
The foresight training package has 3 modules:
Discover foresight
– Short, inspirational sessions
This module includes inspiring talks from foresight experts, presentations of latest signals of change, sessions to stimulate futures thinking and explore speculative design.
Foresight in practice
– Sessions to explore different foresight approaches and their application to policymaking or dive into advanced foresight tools
This module is an introduction to strategic foresight and its use in the European Commission and in the policymaking process. It also includes in-depth training on some of foresight methods and tools: Horizon scanning and trend analysis, Megatrends engagement tool, Scenario planning, Scenario Exploration System, Delphi survey and FutureGov game.
Foresight coaching
- Tailored sessions to address specific policy needs and recommend suitable foresight tools and methods
This module offers tailored training for specific needs, e.g. support for applying foresight in projects, and guidance for managers interested in using foresight.
