This virtual workshop on “Science for policymaking in Portugal” is organised by the European Commission’s Joint Research Centre (JRC) in partnership with the Fundação para a Ciencia e a Tecnologia (FCT) from Portugal, and it is part of the JRC’s online workshop series “Strengthening and connecting eco-systems of science for policy across Europe”.

Plenary roundtable: Science for policy, technology assessment and foresight for sustainability

This roundtable will deconstruct science for policy institutions, mechanisms and practices in Portugal and compare them with international practices. Panellists will have a 5-min initial intervention to cover their experience in the science and policy interface, with a strong focus on the role of scientific institutions to provide evidence-based advice in policymaking. This will be followed by a chaired panel discussion to reflect on science for policymaking in policy themes such as environment and digital affairs, of interest to the European Union and Portugal. The discussion will also cover the promotion of researcher employability in the public administration and the value of technological foresight in policymaking, in particular in the thematic area(s).

Discussion paper

A study authored by Prof Vítor Corado Simões about the current state of the science-for-policy ecosystem(s) in Portugal and the relationship between its actors.

For this conference, a draft Discussion Paper, was shared: a 65-page report containing a 5-page executive summary, an overview of the science for policy issues to be addressed, a reference to previous actions in Portugal, the methodology of this study, a general mapping of science for policy organisations in Portugal, an analysis of the findings from survey and interviews with experts, the final assessment of science for policy in Portugal with its challenges and opportunities, and final conclusions.

After a few months, the official "Science for policy in Portugal" report was released by the JRC and is available in the following links:

FCT Policy brief

FCT wants to share the policy brief "Thematic research and innovation agendas and science inspired public policies" prior to the celebration of this workshop.

This 5-page policy document explain how the FCT has designed and completed the Thematic Research and Innovation Agendas. Briefly, the process has been based on an active engagement with experts and stakeholders, and with the ultimate aim of also having potential impact on public policies.

The JRC is conducting a survey entitled "Qualities of science for policy/science advice ecosystems in Europe" and is pleased to share the preliminary survey results for Portugal.
