Measuring country innovation performance: The revision of the Innovation Output Indicator (IOI)

The INNOVA projects support the work of the Directorate-General for Research & Innovation (R&I)  of the European Commission by providing a continuous assessment of country innovation
performance and producing policy-relevant evidence on the contributions and drivers of science,  technology and innovation.

The currently ongoing INNOVA V project (2021-2023) focuses on three interrelated research streams  including: i) the development, refinement and update of the methodologies concerning composite  indicators and dashboards measuring R&I performance of EU Member States (MSs) and selected  benchmark countries; (ii) the analysis of the development of green and digital technologies in the EU  and the role of foreign direct investment (FDI) in the knowledge diffusion underlying these  innovations; and (iii) the assessment of the contribution of advanced digital technologies to the  achievement of Societal Development Goals (SDGs). 

The aim of the workshop is to discuss the ongoing revision of the Innovation Output Indicator (IOI) with experts in the area of innovation and innovation measurement. The IOI, first presented in 2013, > is a composite indicator published by the European Commission to measure the extent to which ideas  for new products and services are able to reach the market, provide better jobs and make Europe more  competitive. The Science, Research and Innovation Performance of the EU (SRIP) flagship report of  DG R&I makes traditionally use of the IOI to assess the technological and innovation performance of  the EU.
