The ASEAN Digital Index (ADIX) aims to provide robust, internationally comparable, and timely indicators.
The indicators capture different aspects of digital development across five domains, such as connectivity infrastructure, e-government development, digital adoption by businesses, and digital skills.
The ADIX is expected to be endorsed at the ASEAN Digital Ministers Meeting (ADGMIN) in January 2025.
The Enhanced Regional EU-ASEAN Dialogue Instrument (E-READI), funded by the EU, is supporting the development of ADIX under the Cooperation Framework for Measuring Digital Economy and Society in ASEAN through capacity building workshops, policy seminars and short-term technical assistance.
Societal impact:
Currently, ASEAN relies largely on statistics and indicators measuring (global) ICT adoption that are published and/or recommended by various international organisations, particularly the International Telecommunication Union (ITU) and the UN.
However, these indicators are often insufficiently detailed or timely. Furthermore, the relevant data is often unavailable in ASEAN, and there is no clear mandate as to which government agencies collect and monitor digital economy data or information in the ASEAN Member States (AMS). ADIX aims to facilitate the digital transformation of ASEAN as set out in the ASEAN Digital Masterplan 2025 (ADM2025) by strengthening the evidence base for digital economy policy making with the help of indicators.
Since 2018, the process for development of ADIX has involved capacity building workshops with ASEAN digital and statistical government agencies covering data collection and management, definitions and methodologies of the indicators to be included in Index, and other statistical issues or challenges through the help of E-READI experts as well as experts from academia and other international organizations.
