Description: 

 In assistance with an EDIH, the responders answer questions about how they currently use digital tools and services and handle their data, and about their plans for future investments in digitalisation. 

The responders answer the questionnaire at three stages, the first time before they receive help from the EDIHs, the second time one year after the first time, and the third time two years after the second time (year 0, year 1 and year 3). 

The answers in the questionnaires correspond to different scores, which are added together, calculating a total score, which assesses if the responder’s digital maturity is basic, average, moderately advanced or advanced. 

The answers result in a unique dataset showing the digital transformation of firms and PSOs, and the impact of EDIHs interactions.

The DMA tool for the PSOs also consist of six dimensions with subdimensions, which the PSOs answer in the questionnaire.
Currently we have received nearly 1500 responses for the SMEs and around 100 for the PSOs. Both tools will need to be assessed separately, since the scoring rules and dimensions differ.

 

Societal impact:

Within the Digital Europe Programme (DEP) the European Commission has financed the development of 151 European Digital Innovation Hubs (EDIH) in 27 Member States and 3 associated countries. The mandate of the EDIHs is to assist businesses (SMEs) and public sector organisations (PSOs) in their digital transformation with the adoption of advanced digital technologies including Artificial Intelligence, High Performance Computing and Cybersecurity and the development of advanced digital skills. The aim is to accelerate the digital transformation throughout the European Union and contribute to the EU's Digital Decade Strategy .


The JRC within the context of its collaboration with DG CNECT has developed Digital Maturity Assessment (DMA) frameworks to measure the increase in digital maturity of the customers of EDIHs (SMEs/PSOs). It consists of two DMA tools and is used in conjunction with firms and PSOs interacting with the EDIHs. In addition to assessing digital maturity, they are also expected to measure the impact of the EDIHs contribution to helping firms and PSOs in their digital transformation. The DMA framework was launched early 2023.
