The Standing Committee on Agricultural Research (SCAR) was established in 1974 and it is formed by representatives of 37 countries. It became a source of advice on European agricultural and wider bioeconomy research, and a catalyst for the coordination of national research programmes. The Committee is responsible for coupling research and innovation and removing barriers to innovation and aims to make it easier for public-public and public-private sectors to work together in delivering innovation that tackles the challenges faced in the bioeconomy area.

Within the work of SCAR, the Bioeconomy Strategic Working Group (BSW) was created to discuss how renewable bio-resources can be sustainably produced for the Bioeconomy. This working group is working on topics such as producing more renewable biological resources from fewer inputs, biomass potential of different European regions, availability of biomass, or the involvement of farmers as stakeholders in the bioeconomy. The BSW addresses other questions related to the impacts of the implementation of the Bioeconomy strategy upon agriculture, forestry, fisheries and aquacultures as well as technical and strategic questions.
