  • While the Parliament recognises the strategic importance of Global Gateway, it criticises the programme’s limited transparency regarding funding sources, its top‑down project‑selection approach, and insufficient alignment with the needs of local partners.
  • MEP call for a detailed investigation into reported involvement of Chinese companies in Global Gateway‑funded projects, highlighting the risk that such participation undermines the initiative’s aim to offer a European alternative to China’s Belt and Road.
  • The report recommends that the Commission fully integrate Global Gateway into the upcoming Global Europe regulation (the EU external‑action funding instrument for the 2028‑2034 long‑term budget) to improve financial oversight and coherence with other EU external policies.
