The JRC publishes the science-for-policy ecosystem reports of Greece and Portugal

  • These publications are outputs from the e-workshop series “Strengthening and connecting science for policy ecosystems across the EU”
  • These expert reports help inform the debate around national science-for-policy ecosystems by identifying the main actors and institutions that provide scientific advice to policymakers
  • These reports also describe those challenges present in the systems and propose a set of policy recommendations

On Monday 4th April 2022, the European Commission’s Joint Research Centre (JRC) has made publicly available through the JRC Publication Repository the final versions of two external expert reports, which focuses on the science-for-policy ecosystems of Greece and Portugal respectively.

On Wednesday 14th September 2022, the translated versions of these documents to Greek and Portuguese, respectively, were made available.

The Greek ecosystem of science for policy

The authors of the report “The Greek ecosystem of science for policy” were public policy experts Stella Ladi (Reader at Queen Mary University London and Assistant Professor at Panteion University in Athens), Dimitra Panagiotatou (postdoctoral researcher at Panteion University in Athens) and Angelos Angelou (Visiting Fellow at the London School of Economics’ European Institute).

A draft of this document was made available for the workshop “Science for policymaking in Greece”, which was organised on 29th September 2021 by the JRC and the General Secretariat of Coordination of the Presidency of the Government of Greece.

The workshop was attended by around 70 participants, with the intervention of Minister of State for the Coordination of Government Policies Akis Skertsos and representatives from the Ministry for Climate Change and Civil Protection, and the Greek National Public Health, among other international experts.

Science for policy in Portugal

The author of the report “Science for policy in Portugal” is Vítor Corado Simões, expert in international management, innovation management and science, technology and innovation policies. In his report, the expert describes the presence of different science-for-policy ecosystems associated with each policy realm. The key challenges identified in the system were the recognition of the advantages of science advice for policymaking, the promotion of science and policymaking dialogue, moving from personal trust to building institutional trust, stimulating academic engagement, and increasing transparency.

A draft of this document was made available for the workshop “Science for policymaking in Portugal”, which was organised on 16th November 2021 by the JRC and the Portuguese Foundation for Science and Technology (Fundação para a Ciencia e a Tecnologia, FCT).

More than 165 participants interacted in this workshop, which benefited from the participation of former Minister of Science, Technology and Higher Education Manuel Heitor, among many key stakeholders from Portugal, including expert scientist Elvira Fortunato, who has now become the Minister of Science, and elsewhere.

Strengthening and connecting science for policy ecosystems across EU

 

These documents are outputs from the e-workshop series “Strengthening and connecting science for policy ecosystems across EU”. This JRC project, launched in early 2020, aims at assessing national science for policy ecosystems as well as science advice crosscutting issues to identify the key stakeholders and processes, the main challenges by which science informs policymaking, and provides a set of policy recommendations for their improvements.

In April 2021, the JRC and the Danish Council for Research and Innovation Policy (DFiR) also celebrated a workshop on “Science for policymaking in Denmark”, where the discussion paper by David Budtz Pedersen & Rolf Hvidtfeldt “The Danish Ecosystem of science for policy” was also made available to participants.

A total of 14 workshops has been delivered to date, with the last one being organised on 19th May on “Science for policymaking in France”.
