How do science and policy interact in France, Greece and Portugal? The JRC publishes reports in local languages

  • These expert reports identify the main actors and institutions that provide scientific advice to policymakers in these countries and the main challenges in their ecosystems

  • For the first time, the JRC publishes these reports in their local language

During September 2022, the European Commission’s Joint Research Centre (JRC) has published the three external expert reports that assess the science-for-policy ecosystems of France, Greece, and Portugal in their local language, after having been published some of them in English a few months ago.

Science for policy in France

Researcher Laura Maxim, from the Centre national de la recherche scientifique (CNRS), has written the report in French « L’expertise scientifique et l’éclairage des politiques publiques en France ». This discussion paper is the first of its kind that provides an overview of the different organisations that operate at the interface between science and policymaking in France.

This rich description of the French science-for-policy ecosystem also leads to questions such as the nature of the communication between scientific experts and policymakers, the official mandates and legal status of the scientific organisations, the relevance of scientific knowledge, the complex relations between the diverse academic and non-academic stakeholders, and how to envision a strategy for restructuring the ecosystem.

The paper has originally been written in French and a draft was made available to trigger discussions during the workshop “Science for policymaking in France”, which was jointly organised by the JRC and INRAE on 19th May 2022.

Science for policy in Greece

The report “The Greek ecosystem of science for policy” has been authored by public policy experts Stella Ladi, Reader at Queen Mary University London and Assistant Professor at Panteion University in Athens; Dimitra Panagiotatou, postdoctoral researcher at Panteion University in Athens; and Angelos Angelou, Visiting Fellow at the London School of Economics’ European Institute.

This report is now available in Greek and identifies the main institutions involved in science and policy, with challenges associated with their impact and potential partisanship.

Science for policy in Portugal

The report “Science for policy in Portugal”, written by Vítor Corado Simões, expert in international management, innovation management and science, technology and innovation policies, is now available in Portuguese.

In his report, the expert describes different science-for-policy ecosystems associated with each policy realm. It also provides recommendations to build institutional trust, increase transparency, and stimulate academic-policy engagement opportunities.

Strenghtening and connecting science-for-policy ecosystems across EU

These documents are outputs from the e-workshop series “Strengthening and connecting science for policy ecosystems across EU”. This JRC project, launched in early 2020, aims at assessing national science for policy ecosystems as well as science advice crosscutting issues to identify the key stakeholders and processes, the main challenges by which science informs policymaking, and provides a set of policy recommendations for their improvements.

In April 2021, the JRC and the Danish Council for Research and Innovation Policy (DFiR) also celebrated a workshop on “Science for policymaking in Denmark”, where the discussion paper by David Budtz Pedersen & Rolf Hvidtfeldt “The Danish Ecosystem of science for policy” was also made available to participants.
