
Overview
Designed to provide quantitative evidence to policymakers on key aspects of Digital Sovereignty across European countries. It consists of an “Ecosystem Measurement Framework” developed by the JRC, to map and analyse critical interconnections across countries across the main layers of the digital sovereignty stack:
It focuses on the identification and monitoring of both critical dependencies and strategic opportunities in key digital domains (AI, quantum, semiconductors, etc.), considering aspects around dependency levels, strategic indispensability, control, capability, and resilience.
How it works

- digital governance
- data, software and infrastructure
- digital products and markets
- people and digital skills
It focuses on the identification and monitoring of both critical dependencies and strategic opportunities in key digital domains (AI, quantum, semiconductors, etc.), considering aspects around dependency levels, strategic indispensability, control, capability, and resilience.
The current framework is being actively developed with expected output in Q3 2026.
