Legislating to realize the right to feed oneself in dignity

This Brief examines the right to adequate food as a fundamental human right and shares lessons on law-making for its realization from project GCP/GLO/1287/GER-F “Legislating for the Right to Adequate Food”. It provides procedural and substantive insights to comprehensively legislate to realize the right of every person to feed themselves in dignity, a fundamental condition to live with dignity and enjoy all other rights. The importance of fostering an enabling environment that ensures access to adequate food and empowers individuals to secure it through their own means, reserving direct provision for emergencies or those unable to do so, is discussed through the value of a coherent multi-instrument legal framework coupled with a holistic approach.The Brief highlights participation of those most affected by hunger - women, youth, and rural populations - in decision-making processes that impact their right to adequate food while it discusses the cornerstone role of numerous actors, such as civil society in advocacy and accountability, academia through research and capacity building, and parliamentarians in elevating the right to adequate food on political agendas. Finally, the Brief emphasizes that legislative processes should adopt a holistic approach involving all actors while adapting supranational guidance to local contexts and traditions to enhance the impact of laws and policies on the daily enjoyment of the right to adequate food. While legal frameworks alone cannot end hunger, they contribute to empowering rights-holders and increasing accountability on duty-bearers.
