Empowering rural areas through cooperative & circular business models

The BRILIAN policy bulletins provide a concise and accessible overview of the rapidly evolving European Union policy and legislative landscape relevant to the rural bioeconomy. Developed for BRILIAN partners and external stakeholders — including policymakers — these publications track key regulatory and strategic developments that may influence bioeconomy growth and the deployment of bio-based initiatives across Europe.

The most recent document, BRILIAN’s Third Bioeconomy Policy Paper, produced by the European Bioeconomy Bureau (EBB), consolidates the most relevant EU policy and regulatory developments from 2025 and highlights the key signals for 2026 that will shape how the bioeconomy scales across Europe. It frames 2025 as a year marked by intensified institutional and budgetary pressures, feeding into discussions on the next Multiannual Financial Framework and, crucially, the reform of the Common Agricultural Policy after 2027. The paper underscores the historic budgetary weight and strategic importance of the Common Agricultural Policy (CAP) for rural competitiveness and bioeconomy development.
