Final OECD statistics on official development assistance (ODA) and other resource flows to developing countries in 2024

The publication of the OECD final 2024 data on Official Development Assistance (ODA) and other resource flows provides a comprehensive perspective of development finance received by developing countries. In addition, it offers an activity-level perspective on ODA, concessional finance and philanthropic flows provided by a range of actors. The report precedes the major aid cuts by the United States and expenditures’ decreases by other major donors that occurred in 2025.

Key findings (relative figures represent the changes in 2024 compared to 2023)

  • In 2024, official development assistance (ODA) from countries of the OECD's Development Assistance Committee (DAC) totaled USD 214.5 billion, equivalent to 0.34% of their combined gross national income (GNI).
  • Following five consecutive years of growth, DAC member countries' total ODA declined by 6% in 2024, although it remained 25% higher than in 2019.
  • The reduction in net ODA from DAC member countries was primarily due to decreased contributions to the budgets of multilateral organizations, as well as lower in-donor refugee costs, humanitarian aid, and assistance to Ukraine (-14.5%).
  • EU institutions allocated USD 19.6 billion to Ukraine in 2024, accounting for 54% of their total net ODA.
  • The proportion of ODA allocated to Least Developed Countries and Upper-Middle-Income Countries (UMICs) slightly increased, while the share allocated to Lower-Middle-Income Countries (LMICs) and unallocated ODA by income group decreased. Nevertheless, LMICs continued to be the largest recipient group, driven mainly by Ukraine, and received 28.9% of net ODA.
  • ODA to Sub-Saharan Africa rose by 4%, driven by an increase in concessional finance from multilateral organizations. However, net ODA and concessional flows to Least Developed Countries (LDCs) decreased by 3% in 2024, as did assistance to countries in high and extreme fragility (-2%) and Ukraine (-11%).
  • Social infrastructure and services continued to be the leading sector category for aid, despite a decline. Investments in governance and in-donor refugee costs, which had gained prominence in 2023, also decreased in 2024, along with humanitarian aid, primarily due to reduced ODA to Ukraine.
