About the Centre for Organisational Transformation

The Centre for Organisational Transformation is a multi-disciplinary team within the European Commission, bringing together some 35 colleagues from the Directorates-General for Human Resources and Security (DG HR), the Joint Research Centre, Digital Services (DG DIGIT), the Secretariat-General, Communications Networks, Content and Technology (DG CNECT) and others.

Our range of support spans collaboration, organisational change, participatory leadership, digital transformation, communities of practice and knowledge management.  

Our five main areas of work are: 

  • Supporting Commission priorities through change management, stakeholder engagement and participatory approaches. This includes working on specific Commission internal initiatives and projects, including digital collaboration, adoption of AI and flexible working.
  • Equipping public servants with the tools they need to navigate the complexities of organisational transformation 
  • Fostering collaboration and knowledge-sharing through engagement, trainings and community dialogue 
  • Synthesising research from multiple disciplines and transforming it into accessible, practical guidance relevant to public institutions
  • Exploring sustainable transformation through strategic partnerships with academic institutions, other EU institutions and international organisations.  

On this site, we share our knowledge and resources on organisational transformation and give examples of how we work to implement change.

While our services are designed primarily for the European Commission and its Executive Agencies, many of the challenges that we tackle – from digital transition to cultural change – are faced by other organisations too. We are therefore looking to partner with researchers, practitioners and decision-makers outside of the Commission, including in public administrations within the Member States. 

Our aim is to share knowledge and expertise around organisational transformation and build capacity between us.

We particularly welcome approaches from potential partners who are working on change management in public administrations, or who are researchers working in the fields of organisational psychology, behavioural science, public administration or Artificial Intelligence.
