Survey - expression of interest for the Cities Mission evaluations

The Joint Research Centre of the European Commission is looking for experts to support the Competence Centre on Participatory and Deliberative Democracy with an upcoming review of a set of city-level Climate Neutrality Action Plans (CNAPs).

The Joint Research Centre of the European Commission is looking for experts to support the Competence Centre on Participatory and Deliberative Democracy with an upcoming review of a set of city-level Climate Neutrality Action Plans (CNAPs).

CNAPs identify, connect, and help strategically implement a city-wide portfolio of transformative actions necessary to bridge current gaps in policy, regulation, funding, finance, and implementation to achieve climate neutrality by 2030.

CNAPs will be reviewed in batches over the next 15 months in close collaboration with the Joint Research Centre. Each review covers horizontal, cross-cutting and sector specific aspects. The first batch needs to be reviewed by December 2023. The second batch will be available in April 2024, and the third batch - in October 2024. The contracted expert will have to review a maximum of 70 CNAPs in total. This work will support the Horizon Europe  Mission of “Climate-Neutral and Smart Cities”.

CNAPs reviews cover horizontal, cross-cutting and sector-specific aspects. One of the components for review concerns citizen engagement, focusing on methods and activities, and how these inform and enable municipal policies and targets for climate neutrality. The review will draw conclusions on the overall quality of the citizen engagement component, and provide specific feedback in terms of actions for improvement.

The JRC will provide an online training to guide the experts through the approach and requirements of the review process.

Work on the review of the plans will commence as soon as the contract is signed. It is estimated that the assignment would take a maximum of 13 working days in the period November - December 2023 (with work continuing for the next batch of plans as of mid-April 2024).
