The Learning Lab on Investing in Quality Education and Training promotes the use of education policy evaluation practices in the EU. It helps improve evidence and identify ways to invest in education policies. These policies in turn will lead to better learning outcomes and equity.
The Learning Lab launches occasional open calls where Member States can apply for JRC researchers to implement a Counterfactual Impact Evaluation of an Education Policy.

Description:The Open Classes (Atvirų klasių modelis) project evaluates an innovative education initiative implemented in selected Lithuanian municipalities. The programme aims to support more inclusive learning environments by strengthening schools’ capacity to educate students with diverse needs within mainstream classrooms. Using linked administrative school records and national student assessment (NMPP) data, the project analyses participation patterns, student characteristics, and educational outcomes over time. Particular attention is given to academic achievement and the composition of participating schools and classes.

Description: Early language development crucially shapes children’s educational and social trajectories, and frontline prevention services are key to fostering early interaction and guiding families. This project will evaluate a programme that combines training, educational resources and support by a language referent, aiming to strengthen professionals’ preventive practices, and ultimately improve communication health from early childhood.

Description:In the academic year 2019-2020, the Flemish higher educational system underwent a significant reform. Higher vocational education (C-VET), previously organised by the centres of adult education, was fully integrated within the higher education system, organised by universities and university colleges. This study will investigate whether this reform made participation into higher education more inclusive, and its impact on graduation and dropout rates.
