Overview

The Self-assessment Tool is a questionnaire that will help (public and private) stakeholders gain an overview of critical dependencies related to data and digital technologies inside their organization, and identify critical digital assets for their organisation. This tool constitutes the first step of a two-stage methodology, followed by the Digital Sovereignty Canvas

How it works

IDENTIFICATION: The tool will help organizations identify the specific tools, datasets, and digital assets that create risks or vulnerabilities, for example, economic and productivity losses, lack of governance rights, and vendor lock-in. Once identified, organizations can select the digital asset they are more interested in changing to a more sovereign solution, and use it as an input to the Digital Sovereignty Canvas.

TRANSITION: the second step of the self-assessment tool, allows users to gain a better understating of how to undertake the transition to the more sovereign solution. 

Collaboration

The JRC is leading the practical application of both the self-assessment tool and the canvas, as part of a joint collaboration with Confindustria and LIUC University, as part of an interactive workshop with Italian companies at the end of May 2026.
