Strengthening farmers' organizations through the FO4 programmes: Best practices from Latin America and the Caribbean

This publication explores two of the five FO4 programmes: the Farmers’ Organizations for Africa, Caribbean, and Pacific (FO4ACP) (2020-2025) and Farmers’ Organizations for Latin America (FO4LA) (2021-2023).  

Implemented in the aftermath of the COVID-19 pandemic, these programmes faced disruptions such as travel restrictions, market closures, rising input costs, fluctuating commodity prices and climate-related shocks. To build resilience, the programmes were designed in collaboration with farmers’ organizations, incorporating planned investments in their business plans to enhance resilience, inclusiveness and growth. 

Key achievements with potential for replication have been identified, including economic activities aimed at diversifying income sources for farmers’ organizations. These activities promote agroecological and organic production to access premium markets, including through organic certification. Diversification initiatives also served as entry points to encourage the participation of women and youth in implementing these activities within the organizations. Peer-to-peer learning amplified impact by spreading grassroots knowledge across communities. 

These capacity-building programmes improved the governance and financial autonomy of farmers’ organizations through the development of internal financing systems. They also strengthened organizations by demonstrating the value of collective action via shared service centres. 

The publication highlights best practices and lessons learned, offering insights into how greater resilience, economic growth and institutional development serve as precursors to enhanced policy influence.
