Carbon Footprint rules of batteries

The JRC is in charge of providing technical support to the development of the secondary legislation on the carbon footprint of batteries (CFB) in line with the requirements of the Article 7 and Annex II of the EU Batteries Regulation (2023/1542).

The CFB shall be declared for:

  • rechargeable industrial batteries with a capacity above 2 kWh
  • light means of transport (LMT) batteries
  • electric vehicle (EV) batteries

placed on the Union market.

Batteries' Carbon Footprint of Light Means of Transport (CFB-LMT)

Following its previous work on carbon footprint rules for industrial batteries and electric vehicle batteries, the Joint Research Centre (JRC) is currently working on the definition of Carbon Footprint rules for Light Means of Transport batteries (CFB-LMT). 

This work is based on the JRC report on carbon footprint methodology for industrial batteries, published in April 2025, and on the draft Annex to the Delegated Act on the carbon footprint methodology for electric vehicle batteries (as published on “Have your Say” on the 30th of April 2024).

Carbon Footprint of Industrial batteries (CFB-IND)

The JRC published a report that sets out the methodological guidelines for calculating the carbon footprint of rechargeable industrial batteries with a capacity above 2 kWh excluding those with exclusively external storage (CFB‑IND).

The work builds on stakeholder events held in December 2023 and July 2024 and on the draft annex to the Delegated Act for EV‑battery carbon‑footprint methodology, (as published on “Have your Say” on 30 April 2024).

Carbon Footprint of Electric Vehicle Batteries (CFB-EV)

The JRC published a draft report presenting the methodology for calculating the carbon footprint of EV batteries (CFB-EV). The draft report reflects extensive stakeholder engagement (Q4 2021 – Q2 2023), including two workshops and a dedicated consultation.

The draft annex to the Delegated Act on the EV‑battery carbon‑footprint methodology was open for public consultation on “Have your Say” on 30 April 2024.
