Engaging with the Subregional European TSC

As part of its operational approach, the European subregional TSC is proposing a decentralized framework articulated around Knowledge Hubs focusing on individual global targets. Selected and coordinated by the European subregional TSC, these specialized platforms are expected to provide targeted technical, scientific, and capacity-building to support the 44 countries covered by the TSC in helping these implementing the Kunming Montreal Global Biodiversity Framework (KM GBF).

These hubs would be coordinated by one or more partner organizations with demonstrated expertise and established networks that align to specific GBF Targets. Knowledge Hubs play a critical role in strengthening implementation by organizing support across three key domains:

  • technical assistance (e.g., data analysis, methodological alignment, and indicator reporting)

  • capacity development (e.g., training, tools, and institutional strengthening) and

  • governance engagement (e.g., stakeholder dialogue and policy coherence).

This decentralized model enables the TSC to harness and scale existing capabilities, avoid duplication of efforts, and respond more directly to Parties' capacity needs, while ensuring geographic and thematic coverage across the region. Though not funded directly, Knowledge Hubs benefit from increased visibility, strategic influence, and a formal role in the CBD implementation process. Their contribution is essential to building a coordinated and effective pan-European support system for the KM GBF.
