The European TSCC relies on a network of decentralised Knowledge hubs, structured around KMGBF targets, and capitalising on existing knowledge, data, tools, networks, workflows, processes and mechanisms, and in particular those linking to CBD Parties and major Stakeholder groups (indigenous peoples and local communities, women and youth organisations, and other relevant stakeholders).

Selected and coordinated by the European TSCC, these Knowledge hubs deliver, on a demand-driven basis and based on available resources, targeted technical, scientific, and capacity-building and -development support to CBD Parties and major Stakeholder groups in Europe.

These hubs are coordinated by one or more partner organisations with demonstrated expertise and established networks that align to specific KMGBF targets. Knowledge hubs play a critical role in strengthening implementation by organising support across three key domains:

  • technical and scientific assistance (e.g., data analysis, methodological alignment, and indicator reporting)

  • capacity development (e.g., training, tools, and institutional strengthening) and

  • governance engagement (e.g., stakeholder dialogue and policy coherence).

This decentralised model enables the TSCC to harness and scale existing capabilities, avoid duplication of efforts, and respond more directly to capacity needs, while ensuring geographic and thematic coverage across the region. Though not funded directly, Knowledge hubs benefit from increased scientific leadership, visibility, and impact in shaping the implementation of the KMGBF at the national, supranational, and international levels. Their contribution is essential to building a coordinated and effective pan-European support system for the KMGBF.
