• the 9 EU candidate countries (Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, Ukraine)

• the 4 member countries of the European Free Trade Association (Iceland, Liechtenstein, Norway, Switzerland)

• Andorra, Monaco, San Marino and the United Kingdom.
