ICMPD - International Centre for Migration Policy Development

  • Organisation | Last updated: 31 Jul 2026

The International Centre for Migration Policy Development (ICMPD) is an international organisation that supports governments in developing effective, rights-based migration and mobility policies. Established in 1993 and headquartered in Vienna, with a liaison office in Brussels, ICMPD has 21 Member States and works in more than 90 countries worldwide. It also holds United Nations observer status.

ICMPD helps governments and partners address migration challenges through evidence-based policy advice, applied research, capacity development and operational projects. Its work follows a holistic, whole-of-route approach, recognising that migration is a complex, transnational phenomenon requiring coordinated and forward-looking responses.

The organisation brings together policymakers, researchers and practitioners to strengthen migration governance, facilitate dialogue and promote international cooperation. It works with over 700 partners, including national governments, the European Union, UN agencies and other international organisations.

ICMPD's activities span a wide range of areas, including migration and asylum, legal migration, labour mobility, border management, return and reintegration, migration data and research, capacity building and regional migration dialogues. Through these activities, it supports partners in developing sustainable migration systems that uphold the rule of law, fundamental rights and international cooperation.

With its combination of policy expertise, research and field implementation, ICMPD serves as a platform for knowledge exchange and practical solutions, helping governments anticipate emerging migration trends and respond to evolving regional and global mobility challenges.
