JRC audit of the Environmental Performance Index 2022

The 2022 Environmental Performance Index (EPI) ranks 180 countries on 40 performance indicators across 11 issue categories covering climate change, environmental health and ecosystem vitality. These metrics gauge how close countries are to established environmental policy goals. Since 2006 that the EPI is released biannually by the Yale Center for Environmental Law & Policy (YCELP) and the Center for International Earth Science Information Network (CIESIN) at Columbia University. The European Commission’s Competence Centre on Composite Indicators and Scoreboards (COIN) at the Joint Research Centre (JRC) was invited by the Yale Center for Environmental Law & Policy to audit the 2022 edition of the EPI. The statistical audit presented herein aims to contribute to ensuring the transparency of the EPI methodology and the reliability of the results. The report touches upon data quality issues, the conceptual and statistical coherence of the framework and the impact of modelling assumptions on the results. These analysis suggest that the 2022 EPI requires some revisions to meet the standards of statistical soundness in the lower level correlation structure and the stability of country ranks. Inferences drawn from the EPI based on the rankings must be made cautiously as these were susceptible to changes in methodology.
