Understanding Europe’s changing population

Why demography matters for policy

Demographic changes – including an ageing population, falling birth rates and shifting migration patterns – present major challenges for policymakers across the EU. These changes affect:

  • Healthcare and long-term care
  • Pensions and family support
  • Labour markets
  • Public services in regions facing population decline.
  • Understanding and anticipating these shifts is essential for effective policymaking

What the Atlas offers

The Atlas of Demography, developed by the Joint Research Centre (JRC), is an interactive platform that provides:

  • An interactive data dashboard offering up-to-date demographic information at the EU, Member State and regional level
  • Data visualisations that make demographic trends easy to understand
  • Stories that explain demographic data and its implications for policymakers, based on expert analysis
  • Access to resources covering a broad range of demographic topics

The Atlas is a key part of the European Commission’s Demography Toolbox initiative, helping Member States to develop co-ordinated approaches to demographic challenges.
